If he even tried, he'd have the mob on him, and Commander Cullen has loudly declared that he is willing to let the mob take Anders if he even looks as though he'll step out of line. Anders can't even look at someone crooked or he'll be dead. Maybe the only time your surgeon has a backbone is when faced with someone completely defenseless.
[Harsh, but this has happened a few times with Anders and Nathaniel has no tolerance for it. He sometimes wonders if the Inquisition will get tired of waiting for Anders to slip up and just make up charges so they can hang him.
